<br />PUBLIC HEARING <br /> <br />CASE # ~ <br /> <br />c <br />REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR THE OPERATION OF <br />A CHURCH IN THE H-l IDGHWAY 10 BUSINESS DISTRICT; <br />CASE OF FREEDOM CHRISTIAN CENTER INTERNATIONAL <br />By: Amber G. Miller; Community Development Director <br /> <br />Background: <br /> <br />The City has received an application for an Interim Use Permit from the Freedom Christian <br />Center International (FCCI). to allow for the operation of temporary church facility in an area <br />zoned H-1 Highway 10 Business District. The temporary church facility will be in a multi-tenant <br />building located at 6937 Hwy 10, Suite 160 (13& 13 Building). The Applicant would like to be <br />able to utilize the space for offices, classrooms, lunchroom and sanctuary as well as provide for <br />other services from the building. <br /> <br />Notification: <br /> <br />State Statute requires notification to properties within 350 feet of the boundaries of the subject <br />property. <br /> <br />Observations: <br /> <br />The Applicant is proposing to utilize 5,500 square feet of the building located at 6937 Hwy 10. <br />The Applicant is proposing to remodel the retail space to have a worship area as well as offices, <br />classrooms, lunchroom and bathrooms. It is the City's understanding that the Applicant will <br />begin actively looking for a property in Ramsey on which to construct a permanent facility once <br />they begin to approach capacity in.this facility. <br /> <br />The H -1 Highway 10 Business Zoning District does not expressly permit churches or other <br />places of worship. The H-1 Highway 10 Business Zoning District does allow for offices as a <br />permitted use. The Applicant has asked for at least a three-year Interim Use Permit to allow for <br />the operation of a church in the H -1 Zoning District. City Code states that an Interim Use Permit <br />can be granted up to a maximum of five years. <br /> <br />The majority of activity contemplated by the Applicant and interested tenant will occur on <br />Sunday mornings (one service from 10:00am to Noon), with attendance estimated to be about 75 <br />people to start and growing to 150 people. There would also be some evening activities with <br />attendances ranging between 15 and 30 people, primarily a weekly bible study on Thursday <br />evening at 7:00pm. The existing tenants include a Fastenal, which obviously is closed on <br />Sundays, and 13 & 13 Carpet One which is also currently closed on Sunday. Thus, based on staff <br />review, the use appears to be compatible with the surrounding area and the additional activities <br />do not appear to conflict with the existing businesses. <br /> <br />15 <br />
