<br />Coul1cilmcmbcr Strommen: aye <br /> <br />Motion carried. <br /> <br />Case #7: <br /> <br />Consider Proposal for Exterior of Ramsey Municipal Parking Facility <br /> <br />Assistant Public Works Director Olson explained Improvement Project #02-34 consists of the <br />construction of a 180,000 square foot facility that will provide 590 parking stalls in a four story <br />parking ramp. The Feasibility Study for this project was presented to the City Council and a <br />puhlic.hearing was hcld at the February 22, 2005 City Council meeting. The final site plan was <br />approved on May 10, 2005. Authorization to advertise for bids was ordered on May 24,2005, <br />and the contract was awarded to Adolfson & Peterson Construction on July 12,2005. One of the <br />three bid alternates that were included in the bids received was to install a cultured stone, which <br />is fabricated to look like real stone. There was significant disparity on this add alternate between <br />the bidders ranging from $0 -$140,000 with Adolfson Peterson providing the $140,000 amount. <br />During the discussion of these bid alternates at the July 12, 2005 City Council meeting, it was <br />decided to reject all three bid alternates and staffwas directed to ask the contractor for a proposal <br />to add real stone to the exterior of the parking facility. <br /> <br />. Assistant Public Works Director Olson stated on September 29, 2005, the Facility Committee <br />mct and discussed the proposal that was submitted from Adolfson & Peterson Construction for <br />$114,000 to add real Kasota Stone to the exterior columns under the awnings. There was <br />significant discussion regarding the financial impact to add approximately 2,200 square feet of <br />slone. There were many issues discussed; one was whether the funds are available to pay for this <br />change order of $214,000. The recommendation was not to have the funds taken out of the <br />construction contingency fund which is only at a level of $145,000. There was some concern <br />whether there was enough stone for the amount of money that would be paid. However, there <br />was also discussion supporting the Kasota Stone, such as if the City should raise the bar for <br />developmcnts at Town Center. The Committee was not able to make a recommendation at this <br />ti mc due to the financial concerns outlined in the letter from LSA Design, which is included in <br />thc Council's packct. C <br /> <br />, <br />Erik Jans!-ion of LSA Design provided a presentation with information and examples of real <br />Kasola stonc. <br /> <br />The Council discussed the durability and ability to repair the real Kasota Stone versus the Precast <br />Formliner. Assistant Public Works Director Olson advised the Kasota Stone would require more <br />mainlenance than the Precast Formliner. . <br /> <br />('ouncilmcmber Elvig questioned where the funds would be obtained for the Kasota Stone. <br /> <br />Jim Lasher of LSA Design replied there is not $114,000 in the current budget to allow for the <br />addition of the Kasota Stone. There is a small contingency fund to build this project, which is <br />only about 25 percent complete. Secondly, the feasibility study was completed before January <br />whcn gas prices increased.
