Staff anticipates this boundary will be shown further east <br />once delineated. <br /> <br />The application was forwarded to the Minnesota Department of Natural Resources (DNR) for <br />comment. The DNR finds the request generally acceptable and noted that should the applicant <br />choose to develop the property as a Planned Unit Development (PUD), fmal approval of a re- <br />zoning would be required to be certified by the DNR. A copy of the response from the DNR is <br />included for your review. Although a re-zoning would not be required for a high density <br />development on the proposed Lot 1, a PUD wquld allow flexibility in land development in order <br />to make better use of new techniques in building design, construction and land development, <br />while preserving desirable land characteristics, open space and protection of sensitive <br />environmental features such as steep slopes, poor soils and trees. The area currently zoned as R- <br />3 is in an environmentally sensitive area along an oxbow of the Rum River and includes some <br />steep slopes of river bluff. A PUD may help preserve this river bluff. <br /> <br />Park Dedication, Trail Dedication, Stormwater Fees, Sanitary Sewer Trunk Charges and Water <br />Trunk Charges will only be required as indicated on the executed purchase agreement. <br /> <br />Recommendation: <br /> <br />The sketch plan process provides the Planning Commission the opportunity to relay to the <br />developer components of the proposed subdivision related to street network, and overall design <br />that are acceptable and components that may need further analysis during final plat submittal. <br />Since this is a minor plat, no public hearing or preliminary plat is required. <br /> <br />Staff recommends that the applicant move forward as proposed. <br /> <br />Commission Action: <br /> <br />Provide the developer with feedback and direction related to the proposed sketch plan. <br /> <br />Review Checklist: <br /> <br />Community Development Director <br />Assistant City Engineer <br />Environmental Coordinator <br /> <br />pc: 04.02.2009 <br /> <br />Attachments: <br /> <br />Attachment A: Site location map <br />Attachment B: Sketch plan <br />Attachment C: Response from Minnesota DNR <br />Attachment D: City Staff review letter dated May 30,2008 <br /> <br />66 <br />
