The property was located'in a coastal area management over- <br />lay district and a flood hazard overlay district. The Holts wanted to <br />raze the existing house on the property and construct a new one. Town <br />zoning regulations required "[a]ll new construction. . . be located 100 <br />feet landward of the reach of the mean high-tide." The Holts' existing <br />house was located 44 feet from the mean high tide, and they .wanted <br />to locate the new house 47 feet from the mean high tide. In further- <br />ance of their proposal, the Holts filed a variance application with the <br />. town.
