<br />government; getting the public more involved, the fact that the people who participate are <br />not necessarily representatives of the citizens as a whole, however, all citizens are offered <br />the same opportunity to get involved. Mr. Ulrich added that the documents he read from <br />are not dictating to the Council, they are a source of information. It was noted that the <br />vision was a long process with a lot of community input; therefore, Council should be <br />conscious politically that this is a strong document. <br /> <br />Mr. Ulrich read the 2008 five-year goals and summarized what is done, what has been <br />done, and what is in progress. (Attached as Exhibit "A") <br /> <br />An item of discussion was the Ramsey Town Center, its development agreement, whether <br />or not it's time to solicit public involvement, and whether to have discussions relating to <br />possible changes to the development plan. Ramsey Town Center discussions will <br />continue. <br /> <br />5. Exercise: Ice Breaker <br />The group was divided into two to list issues or opportunities facing the City in the next <br />three years. Councilmember Elvig read the list of issues his group came up with and <br />explained what they meant and Councilmember Jeffrey read the list of opportunities his <br />group came up with and eXplained them as well. (Attached as Exhibit "B") It was noted <br />that there is a lot of overlap and that issues create opportunities. <br /> <br />6. Break - Dinner - 5:30 p.m. to 5:53 p.m. <br /> <br />7. Exercise: Four Questions <br />What's working well? <br />What's not working well? <br />What's the City doing that it should be doing? <br />What's the City currently doing that it should not be doing? <br />The group was given cards to fill out that asked these four questions and were given a <br />half-hour for this written exercise. Following that, the cards were read aloud and <br />discussed. (Attached as Exhibit "C") <br /> <br />8. Develop 2009 - 2011 Goals List <br />Council and staff discussed and developed a list of three-year goals. <br /> <br />9.
