ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />The City of Ramsey Road and Bridge Committee conducted a meeting on Friday, March 1, 1991 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gilbertson <br />Councilmember Peterson <br /> <br />Also Present: <br /> <br />City Engineer Jankowski <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the meeting to order at 3:30 p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Review of Proposed Amendments to MSA System. <br /> <br />City Engineer Jankowski reminded members at the February 1, 1991 Road and Bridge Committee <br />meeting that any modifications to the State MSA System must be submitted to lVln/DOT by early <br />March 1991. Mn/DOT will review the proposed modifications and comment back to the City on <br />their acceptability. Amendments to the MSA System must be submitted formally by resolution to <br />Mn/DOT no later than May 1, 1991. <br /> <br />Mr. Jankowski indicated that at the present time, the City is 1.58 miles under to allowed maximum <br />mileage that can be designated on the system. In addition, due to the fact that the road crossing of <br />the BNRR at Puma Street N.W. has been discontinned it would be logical to remove a portion of <br />Puma Street N.W. from the MSA System. This modification will add 0.39 miles available to <br />include in the MSA System. Mr. Jankowski suggested that the additions to be considered include <br />adding a section of proposed road that would run East/West between County Road #5 and Trunk <br />Highway #47. A major addition of almost 1.5 miles was proposed to be added by creating a <br />looped segment beginning and terminating within Segment 0.20 of Section 104. This is a section <br />of proposed MSA road which will connect between Armstrong Boulevard and Ramsey Boulevard. <br />This new proposed loop would facilitate heavy industrial traffic which was anticipated to develop <br />in this area. Finally, Mr. Jankowski indicated that he is recommending that the newly constructed <br />alignment of 153rd Avenue N.W. be added to the MSA system and that the existing route be <br />deleted. This change, however, will add no mileage to the MSA system since both routes are <br />exactly the same in mileage. Mr. Jankowski stated that if the changes are proposed as accepted, <br />the City will be 0.06 miles under the allowable maximum mileage. <br /> <br />Councilmember Peterson questioned what our position would be if Mn/DOT did not agree with all <br />of the proposed modifications. <br /> <br />Mr. Jankowski responded that in that case, he would propose adding a frontage road south of <br />Highway #10 to the system. This road has already been designated on both our Thoroughfare <br />Plan and on the Highway #10 Corridor Study.
