However, the developer will <br />be required to establish subdivision escrow accounts with the City to cover the costs incurred in <br />processing final plat approval of Flintwood Hills 5th Addition P.U.D. and all other re,m, aining <br />unplatted property within the Fliptwood Hills 2nd ~Addition p.U.D. - ' ./?/,r&$V- 2~4_~ ( ?,/~.~?J~ <br />Chan'manZ~ir~er~a'~'~ed t~annlng ~tng Commission meeting at 9:11 p.m. <br /> <br />Chaim~an Zimmem~an called the meeting back to order at 9:22 p.m. <br /> <br />Case #4: Accessory Structure Height Limit Increase (Proposed Amendment to <br /> Ramsey City Code Chapter 9.10, Section 9.11.02 Subd. 5) <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer to direct the City <br />Attorney to draft an ordinance for the Planning and Zoning Commission's review to amend the <br />City Code to increase accessory structure height limits to 22 feet for property zoned Rural <br />Residential, retain the 16 foot height limit on property zoned urban residential, prohibit knee walls <br />and cripple walls for accessory structures, and permit the use of dormers which do not exceed for <br />one third of the bearing wall length. <br /> <br />Further discussion: Commissioner Thomd inquired if a silo is considered an accessory structure. <br />Ms. Frolik stated that for lack of another ordinance, the 16 feet is referred to and added that an <br />ordinance is needed for antennae's, towers, etc. Commissioner Thorud asked where the farms in <br />the Rural Residential area fall. Chairman Zimmerman stated there are no real active farms in <br />Ramsey and that agricultural does not follow residential rules. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Deemer, Terry and <br />Thorud. Voting No: None. Absent: Commissioners Bawden and Hendriksen. <br /> <br />Case #5: Recommendation of Economic Development Commission to Amend <br /> the Zoning District Boundaries to Accommodate Light Industrial <br /> Activity <br /> <br />Chairman Zimmerman introduced Mr. Ken Wagner of the Ramsey Economic Development <br />Committee. <br /> <br />Zoning Administrator Frolik explained that the area of the McKinley Street Extension consists of <br />property zoned Industrial by both Anoka and Ramsey. She added that there is concern that the <br />development activity that takes place in Ramsey is compatible with Anoka's development plans for <br />that same area. She stated that the Economic Development Commission has researched this issue <br />and is recommending that the City of Ramsey establish a Light Industrial District. The members of <br />EDC have also drafted some performance guidelines for a Light Industrial District for the Planning <br />and Zoning Commissions review, modifications and recommendations. <br /> <br />Commissioner Deemer stated there are very few businesses in the area right now and he'd like to <br />see 40 acres south of County Road #116 included to protect Hunter's Hills residents from heavy <br />industrial uses. <br /> <br />Ms. Frolik suggested scheduling a workshop to review the draft of the sign ordinance and also to <br />work on amending the zoning district boundaries to accommodate light industrial activity. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to table Case #5 to be <br />discussed at a joint workshop with the Planning and Zoning Commission and the Economic <br /> <br />Planning & Zoning Commission/February 5, 1991 <br /> Page 9 of 10 <br /> <br /> <br />
