Commissioner Deemer stated that in his opinion if it is a portable storage building, it wouldn't be
considered for the space allowable, but anything permanent should be considered accessory
structures.

It was suggested that Ms. Frolik check with other cities regarding their accessory standards.

E) Future Waste Management Case

Chairman Zimmerman suggested that a special meeting be scheduled for the future Waste
Management case.

City Engineer Jankowski stated that Waste Management has expressed a degree of urgency for this
case.

Ms. Frolik stated that Waste Management of Minnesota, Inc. has been ordered by the State of
Minnesota to clean up the ground water. She feels this will not be a real controversial issue and
since WMMI has already held a meeting with their neighbors, there may not be a lot of people with
input at the public hearing.

It was the consensus of the Commission that Waste Management would be put on their regular
meeting agenda for April with the understanding that if the meeting time was running late, they
would reconvene the following Thursday night.

F) Public Hearing Notification Process

Commissioner Deemer expressed dissatisfaction with the citizen response to public hearings. He
feels there is a lack of notification. He stated that other cities post the property for 30 days with the
proposed change. He suggested designing something to add to the ordinance regarding public
hearing notification.

ADJOURNMENT

Motion by Commissioner LaDue and seconded by Commissioner Deemer to adjourn the Planning
and Zoning Commission meeting.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Deemer,
Hendriksen, Terry and Thorud. Voting No: None. Absent: Commissioner Bawden.

The Planning and Zoning special meeting adjourned at 10:19 p.m.

Respectfully submitted,

( JJ~ Thieli~g J' ~ ,/~
"~Recording Secretary

Sylvia F~olik
Zoning Administrator

Planning & Zoning Commission/March 21, 1991
Page 8 of 8
