PUBLIC HEARING
PLANNING AND ZONING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Planning and Zoning Commission held a public heating to hear the request to vacate Limonite
Street and a portion of 142nd Avenue N.W. in the plat of Gateway North Industrial Park; Case of
Ralph Williams on Tuesday, May 7, 1991 at the Ramsey Municipal Center, 15153 Nowthen
Boulevard N.W., Ramsey, Minnesota 55303.

Members Present:

Chairman Gerald Zimmerman
Commissioner David Bawden
Commissioner B enj amin Deemer
Commissioner Terry Hendriksen
Commissioner Charles LaDue

Also Present:

Zoning Administrator Sylvia Frolik
City Engineer Steven Jankowsld

Members Absent:

Commissioner Michael Terry
Cormnissioner Bradley Thorud

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 7:57 p.m.

PRESENTATION

City Engineer Jankowski stated Limonite Street N.W. and 142nd Avenue N.W. are dedicated
streets but are not constructed. This is a proposal to vacate a portion of 142nd Avenue N.W. and
all of Limonite Street N.W. He stated that it is should be determined by the Commission if it
would be in the best public interest to vacate this property.

Mr. Ralph Williams, Big Lake, read a letter from Mr. Don Greenberg concerning this vacation.
Mr. Williams stated when it was originally platted, the airport was a strong possibility and now the
airport is closing. He stated the owners are waiting to know what the City's plans are for
extending service to that area.

Mr. Jankowski stated that the petitioners are saying Outlot B is 66 feet wide and is intended to be a
street to continue to the east and connect to Sunfish Lake Boulevard N.W. The contention is that it
would provide a second access to Industrial Park without needing a loop utilizing 142nd Avenue
N.W. and Limonite Street N.W.

Mr. Williams feels there is no need to construct the loop that is very costly, especially
blacktopping.

Commissioner Hendriksen asked Mr. Williams what the incentive is to vacate; to which Mr.
Williams replied it is to save money.

Mr. Jankowski stated that under normal subdivision platting process, the developer is usually
responsible to put in the streets. In this case, roads were required and the development agreement
states that 50% of the lots developed have been built on, then streets will be constructed. He added
they are wishing to vacate the streets for economic reasons.

Public Hearing/Vacation Limonite/P&Z Commission
Page I of 2
