Motion by Commissioner Deemer and seconded by Commissioner Thorud to approve the site plan <br />approval of Glenn Rehbein, Inc.'s proposal for a maintenance facility at The Links Golf Course <br />contingent on compliance with the City Engineer's letter and the discussion tonight which is 13 <br />parking stalls, curb and gutter to 153rd Avenue N.W., foregoing blacktopping on the rear work <br />area, verifying property lines, from building front the landscaping plan as submitted is adequate, <br />and revising the site plan to reflect that no more than 100' of the driveway will drain onto 153rd <br />Avenue N.W. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Thorud, Bawden, <br />Hendriksen, LaDue and Terry. Voting No: None. Absent: None. <br /> <br />Case #2: Review Alternatives for Street Layout in the Proposed Plat of River <br /> Bluffs P.U.D.; Case of Les and Jack Miller, Juniper Ridge <br /> Partnership <br /> <br />Mr. Jankowski presented two alternatives for revised street layouts in the proposed plat of River <br />Bluffs P.U.D. The plan (A) preferred by Jack and Les Miller would keep the access from 153rd <br />and Oneida Street N.W. and would create a cul-de-sac at Juniper Ridge Drive N.W. The second <br />alternative (B) is more acceptable to the City. This would enable the retention of through streets at <br />Oneida and Juniper Ridge Drive. <br /> <br />The Commission discussed the two alternatives at length. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend <br />Alternative B and request the developers come back with a revised preliminary plat for approval. <br /> <br />Further discussion: Pam Rossing, Ramsey, stated that the residents prefer Alternative A. Dorothy <br />Stadfelt, Ramsey, stated there is an easement on her property that she doesn't want. She stated <br />that if the street does not go through, she wants something done with the paved stub adjacent to her <br />property. Ms. Rossing stated that if the primary interest of the Commission is in connecting <br />streets, the residents and the developers prefer the connection of 153rd. Avenue. Chairman <br />Zimmerman stated that he prefers Alternative A. Commissioner Bawden stated if the residents <br />want Alternative A, he didn't have a problem with that. Commissioner LaDue stated that <br />Alternative B included bulldozing down a grove of trees and he felt that a street was not worth even <br />two trees if there is a comparable alternative. <br /> <br />Motion failed. Voting Yes: Commissioner Deemer and Commission Hendriksen. Voting No: <br />Chairman Zimmerman, Commissioners Bawden, LaDue, Terry and Thomd. Absent: None. <br /> <br />Commissioner Hendriksen stated that the reason the street grid is in place is to assist emergency <br />vehicles in locating addresses and he feels the grid is much more important than the trees, that <br />Juniper Ridge Drive deserves to be continued and that there are still several places for secluded <br />lots. <br /> <br />Discussion ensued regarding the number of lots increasing from 20 to 25 with the revised street <br />layout, and if the City Attorney feels the change is substantial enough to put the plat back to step 1 <br />and subject to four in forty. He added that the City extended a street very close to his home which <br />required a widow having her house ripped up in order for the street to continue through the City. <br />He feels strongly about the City providing through streets to facilitate emergency vehicles. <br /> <br />Ms. Rossing argued that 153rd Avenue would be a faster access in an emergency situation. <br /> <br />Planning & Zoning Commission/July 16, 1991 <br /> Page 2 of 3 <br /> <br /> <br />
