PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing regarding a request to <br />rezone certain property in the proposed plat of River's Bend 3rd Addition from B-1 Business to R- <br />1 Urban Residential and MR Multiple Residential; Case of Ramsey Center Partnership. The <br />hearing was held at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota 55303. <br /> <br />Members Present: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Michael Terry <br />Commissioner Bradley Thomd <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: Commissioner Charles LaDue <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:40 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that the Ramsey Center Partnership and Elizabeth Raudio have <br />filed for rezoning of River's Bend 3rd Addition. The plat consists of approximately 22 acres <br />located east of St. Francis Boulevard N.W., adjacent to River's Bend. The property is currently <br />zoned B-1 Business. The plat that has been submitted proposes to develop five commercial lots <br />adjacent to St. Francis Boulevard N.W., 27 single family lots adjacent to River's Bend, and five <br />12-unit buildings in the northern-most portion of the plat. Single family and multi-family <br />development is not a permitted use in the B-1 Business District and the developers have applied for <br />a rezoning accordingly. <br /> <br />CITIZEN INPUT <br /> <br />Michael Hadtrath, 14693 Waco Street N.W., Ramsey - inquired if there are two individuals <br />involved. <br /> <br />Ms. Frolik replied that the owners are Elizabeth Raudio and the Ramsey Center Partnership. <br /> <br />Mr. Hadtrath stated that originally he was informed that the 12-unit buildings would be apartment <br />buildings and then tonight he was advised they were going to be condominiums, purchased by <br />single families. <br /> <br />Ms. Frolik explained that if the zoning were changed to MR, that would allow up to 15 units per <br />acre and R-3 would allow up to seven units per acre. She stated that even though the site plan <br />shows five 12-unit buildings.
