PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, December <br />3, 1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />55303 to hear a request for proposed rezonings from I-Industrial to RI-Rural Industrial and B-1 <br />Business to RB Rural Business; Case of the City of Ramsey. <br /> <br />Members Present: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioners Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: Commissioner Terry Hendriksen <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:37 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik presented a map of the City of Ramsey. She stated there are certain <br />properties outside the urban area currently zoned B-1 and I-Industrial which conflict with the City <br />Code. According to code, commercial properties outside the urban area should be designated <br />Rural Industrial or Rural Business. She stated the most significant impact to properties being <br />rezoned from I-Industrial to RI-Rural Industrial is the loss of Supply Yards and Athletic/Fitness~ <br />Centers as permitted uses. Properties being rezoned from B-1 Business to RB-Rural Business <br />would lose Funeral Homes and Adult Uses Accessory as permitted uses. <br /> <br />CITIZEN INPUT <br /> <br />Lyle Heger, 5438 - 165th Lane N.W., Ramsey - stated he is concerned with the land west of <br />County Road//83. The property was purchased zoned as B-I. He asked why the urban area line <br />is on the road; businesses usually form on either side of the road and that the urban area should <br />therefore include both sides of the road. <br /> <br />Chairman Zimmerman stated that the boundary lines were approved by the Metropolitan Council. <br /> <br />Mr. Heger expressed his concern with regard to value of the land. He stated the value may be <br />lower because of the uses not permitted under Rural Business. <br /> <br />Ms. Frolik stated she would consult with the City Assessor regarding a change in value resulting <br />from rezoning to Rural status. <br /> <br />Bob Muller, 16931 Helium Street N.W., Ramsey - stated that in 1974 he bought three acres from <br />Mr. Klemish which was zoned B-1.
