WHEREAS, The City Council, met on August 26, 2003 to review the request for an <br />interim use permit to allow an unimprc~ved parking lot, to have outdoor storage, and to use an <br />existing building for educational purposes allow for an unimproved parking lot as the principal <br />use of a property located at 6021 Hwy. 10. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAaMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />This permit is issued pursuant' to Section 9.03.04A of the Ramsey City Code. The conditions of <br />this permit are as follows: '. <br /> <br />1) The Interim Use Permit is valid until September 1, 2006 <br /> <br />The existing access onto Hwy. 10 from the Subject Property will be allowed to remain open <br />through the duration of the Interim Use Permit. The City reserves the right to review the <br />situation and order the closing of the-access if in their judgment the access is posing a safety <br />hazard or if the access is being used more frequently than expected, it is the intention of the <br />City that once permanent improvements are made to the Subject Property that the eastern <br />access to Hwy. 10 will be closed and access to the site will come from the existing Anoka <br />Technical College parking lot. As part of the access closure and permanent improvements, <br />the City will require a split-rail fence or similar material be placed along the southern <br />boundary to discourage direct access onto Hwy. 10. In addition, the City w/Il require similar <br />fencing or the installation of curb and gutter as part of the permanent improvements .along <br />the western edge of the property to discourage trespassing onto the abutting lot's access to the <br />west. <br /> <br />3) Any incidents on the subject property that will need public safety services (police and fire) <br /> will need to be routed to the City of Ramsey Police and Fire Departments. <br /> <br />4) <br /> <br />A six-foot high screening'barrier must be constructed on all four sides of the storage area. <br />The fence design and material are subject to approval by the City of Ramsey. <br /> <br />No more than 10 vehicles will be allowed to be stored within the storage area. No other <br />equipment or material shall be stored in the outdoor storage area. <br /> <br />6) The existing pole building may be used for storage as long as the building maintains <br /> compliance with the state building and fire codes. <br /> <br />7) Prior to any alterations to the existing masonry building, all necessary building permits will <br /> need to be applied for and approved by the City. <br /> <br />8) <br /> <br />That the Permittee shall not use the property for any other purpose besides for an <br />unimproved parking lot, outdoor storage, and the use of an existing building for educational <br />purposes during the term of this permit. <br /> <br />9) That all costs incurred by the City in administering and en~brcing this permit shall be the <br /> responsibility of the Permittee. <br /> <br />14 <br /> <br />RESOLUTION #03-08- <br /> Page 2 of 5 <br /> <br /> <br />
