Motion by Councilmember Cook, seco~nded by Councilmember Pearson, to authorize business <br />subsidy agreement with L & D Properties, LLC and to authorize execution of a development <br />agreement with L & D Properties, LLC, contingent upon review by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Pearson, Elvig, Kurak, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #4: <br /> <br />Introduction of an Ordinance Authorizing the Sale of the SOuth 167 Feet of <br />Lots 2 and 2A, Block 1, West Radium Business Center First Addition, Anoka <br />County, Minnesota <br /> <br />City Attorney Goodrich stated that the City is in the process of drafting a TIF agreement with L <br />& D Properties. As a part of the transaction, the City is to convey title to the South 167 feet of <br />Lots 2 and 2A, Block 1 West Radium Business Center First Addition to L & D Properties, LLC. <br />In order to complete this transaction a sale ordinance needs to be introduced and adopted <br />authorizing the sale. <br /> <br />TIF Specialist Sullivan explained that the total project cost for land, sewer and water is <br />approximately $120,000 and the write down is $65,000 by the City and L & D Properties will <br />contribute $60,000 up front. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to'. introduce <br />Ordinance #03~07-__ authorizing the sale of south 167 feet of Lots 2 and 2A, Block 1, West <br />Radium Business Center First Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Zimmerman, Cook, <br />Elvig, Pearson, and Strommen. Voting No: None. <br /> <br />Case #5: <br /> <br />Adopt Interim Ordinance to Establish a Development Moratorium on the <br />Highway #10 Corridor <br /> <br />City Administrator Norman stated that MnDOT has developed an Interregional Corridor (IRC) <br />System, which identifies 2,930 miles of key transportation corridors that handled one-third of the <br />vehicle miles traveled in the State. One of those key corridors is T.H. #10 from T.H. #24 in <br />Clear Lake to 1-35W, which includes the City of Ramsey. Earlier this year, MnDOT released a <br />study document entitled T.H. #10 Corridor Management Plan: T.H. #24 in Clear Lake to 1-35W. <br />On January 18, 2002, the City Council adopted Resolution #02-01-007 endorsing MnDOT's <br />vision and management plan for T.H. #10 and supported a freeway design from Thurston <br />Boulevard in Anoka to the western boundary of Ramsey. On November 12, 2002, the City <br />Council tabled action on the moratorium and suggested that the new Council take up the matter <br />of the moratorium on Highway #10 corridor.
