Case #6: Adopt Ordinance Estab?shing a Gas Franchise with CenterPoint Energy <br /> <br />Finance Officer Lund stated that on June 24, 2003, the City Council introduced an ordinance <br />granting CenterPoint Energy, Minnegasco, permission to construct, operate, repair and maintain <br />in the City of Ramsey, Minnesota, a gas distribution system for the transmission or distribution <br />of gas to the City, its inhabitants, and others, and transmitting gas into and through the City, and <br />to use the public ways and public grounds for such purposes. Ordinance 84-4A was granted to <br />North Central Public Service on May 24, 1984. This ordinance established a natural gas <br />franchise with the Company they now know as CenterPoint Energy, Minnegasco, but the terms <br />made no mention of a possible franchise fee. Franchise fee terms were clearly stated in the <br />Connexus Energy and City of Anoka Electric Ordinance adopted November 24, 1992. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to. adopt Ordinance <br />#03-0% establishing a Gas Franchise with CenterPoint Energy, Minnegasco. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Pearson aye <br />Councilmember Elvig aye <br />Councilmember Strommen aye <br />Councilmember Kurak aye <br />Councilmember Cook aye <br /> <br />Councilmember Zimmerman aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #7: <br /> <br />Introduce Ordinances Implementing a Gas Franchise Fee on CenterPoint <br />Energy, Minnegasco, a Division of CenterPoint Energy Resources Corp., a <br />Delaware Corporation, for Providing Gas Energy Service within the City of <br />Ramsey, and Implementing an Electric Franchise Fee on Connexus Energy, a <br />Minnesota Cooperative, and the City of Anoka, a Municipal Electric <br />Distributor, for Providing Electric Energy Service within the City of Ramsey, <br />Minnesota <br /> <br />Finance Officer Lund stated that the ordinances were presented to the City Council for review at <br />its regular meeting of May 27, 2003, and action was table following the public hearing on June <br />24, 2003. Information regarding franchise fees has been submitted to the public in the Ramsey <br />Resident, Cable TV and the Anoka Union. The effected companies of Connexus Energy, City of <br />Anoka, and CenterPoint Energy, Minnegasco were mailed copies of the City"s proposed <br />ordinances. Section 5, Biannual review was added to the proposed ordinances to include a six- <br />month reviewal period and an annual limit of franchise fees collected to be $525,000. A sunset <br />clause was also added to Section 7.
