Councilmember Elvig noted that it was a request for a feasibility study not a cost of actually
extending sewer and water.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Kurak, Cook,
Elvig, Pearson, and Strommen. Voting No: None.

4) County Road #116 Median Extension
City Engineer Jankowski stated that staff reported that the County was advertising for bids on the
C.R. #116 median extension east of T.H. #47, and that this work did not include the additional
right turn lane for eastbound C.R. #116 at the south east corner of the intersections. Several
committee members expressed a strong inclination to require this mrn lane as a condition of
continued support for this project. Staff has notified the County of the Committee's desires to
continue this discussion with the County. The.Public Works Committee recommended that the
City Council direct staff to meet with the County to further discuss the possibility of a right turn
lane going eastbound on C.R. #116. '

Mayor Gamec stated that the biggest problem is people coming out of the shopping center going
east so therefore the median should be constructed. In the future they can look at the right turn
lane.

Councilmember Zimmerman inquired as to how much the median extension would have cost the
City if they had been required to do the work.

City Engineer Jankowski replied approximately $50,0000.

Councilmember Elvig stated that there were three elements to the motion made by the City
Council. One was the median extension, the second was the right turn lane, and thirdly a left turn
lane into Blue Velvet Road from T.H. #47. The Council made the recommendation and then the
County only takes a portion of the recommendation and then the business owners are upset with
the City for saying anything to begin with.

City Engineer Jankowski explained that it has been the County's policy that they would abstain
from an improvement the City opposes, but the State operates differently.

Councilmember Elvig agreed that safety was a real concern, but can they continue to push the
issue on the right turn lane.

City Engineer Jankowski replied that staff has already sent a letter to the County requesting a-
meeting on the issue.

Motion by Councilmember Zimmerman, seconded by Councilmember Elvig, to direct staff to
schedule a meeting with Anoka County to discuss the construction of a right mrn lane going east
on C.R. #116.

City Council/July 8, 2003

P89
