P~..BLIC HEARING <br /> <br />CASE # I <br /> <br />REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR AtN UNIMPROVED <br />PARKING LOT, OUTDOOR STORAGE, AtND THE USE OF AN EXISTING BUILDING <br />FOR EDUCATIONAL PURPOSES; <br /> CASE OF ANOKA TECHNICAL COLLEGE <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Anoka Technical College has submitted an application for an Interim Use Permit to allow for an <br />unimproved parking lot to be used as overflow parking, outdoor storage of vehicles, and the use of <br />an existing building for education purposes on the former ICO gas station property on Hwy. 10. <br />The property itself is located on the north side of Highway 10 at the Anoka-Ramsey border. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Letter from applicant explaining request <br />Proposed Findings of Fact <br />Proposed Resolution Approving the Interim Use Permit <br /> <br />Notification: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the subject property <br />and property owners within that radius were notified. <br /> <br />Observations: <br /> <br />The College has negotiated a lease with an option to purchase the parcel from Inter City .Oil <br />Company, Inc. The College is planning on purchasing the property and making improvements to the <br />site once it recei,ves funding from the State of Minnesota in the next budget biennium. <br /> <br />As previously mentioned, the applicant is asking for an Interim Use Permit for three purposes; to use <br />the existing land as an unimproved parking lot, to have outdoor storage, and to use an existing <br />building fbr educational purposes. <br /> <br />The site itself is located on the north side of Hwy. 10 and to the east directly abuts the Anoka <br />Technical College in Anoka. The property currently has a direct access to Hwy. 10 that serves as <br />right-in, right-out fbr the property. There is aIso an unimproved connection from the property to the <br />Anoka Technical College parking lot. <br /> <br />Staff has reviewed the request for an interim use Permit and has the following comments: <br /> <br />Unimproved parking lot: This parcel previously was allowed to use the parcel as an unimproved <br /> <br /> <br />
