PUBLIC HEARING <br />REQUEST FOR COMPREHENSIVE PLA_N AMENDMENT; <br />CASE OF CITY OF RAMSEY <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />CASE # <br /> <br />Background: <br /> <br />The Ramsey City Council approved several amendments to the 2001 Ramsey Comprehensive <br />Plan in February, 2002. One of the amendments changed the land use designation for properties <br />that are located south of Hwy. 10 from Places to Shop and Low Density Residential to Places to <br />Work. At the May 1, 2003 Planning Commission meeting, City Staff brought forward the <br />rezoning of these properties to the new Employment (Industrial) District in compliance with the <br />adopted Comprehensive Plan. At the May 1, 2003 Public.Hearing, several residents of Rivlyn <br />Ave. brought fbrward their concerns regarding the zoning change o~' their property to an <br />Employment Zoning designation since among other things~ it would make their single-family <br />homes non-confbrming uses. The Planning Commission tabled action to the June 5, 2003 <br />Planning Commission meeting while staff re-notified the neighborhood about the pending action. <br />At the June meeting, the residents presented a petition opposing the rezoning and requested that <br />the City bring forward a Comprehensive Plan Amendment to change their single-family homes <br />back to the Low Density Residential designation. The Planning Commission directed staff to <br />forward the petition to the City Council and tabled action on the rezoning to E-1 Employment <br />District. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Exhibit showing properties subject to Comprehensive Plan Amendment <br />c) Planning Commission minutes dated May 1, 2003 and June 5, 2003 <br />d) Citizen Petition opposing the rezoning of single-family homes to E-1 <br />e) City Council Work Session minutes dated June 1. 0, 2003 <br />f) Proposed Resolution approving the request and authorizing submittal to Metropolitan <br /> Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet be notified. Staff <br />attempted to notify property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The City Council reviewed the citizen petition at their June 10, 2003 work session. After <br />discussion regarding the subject, the City Council gave Staff direction to draft a comprehensive <br /> <br /> <br />
