CASE # 3

2009 Arbor Day Event
By: Chris Anderson, Environmental Coordinator

Background:

Staffis organizing another Arbor Day event for this spring. The Board has previously expressed
interest in participating in such an event. Staff has also been approached by Village Bank about
participating in some sort of Arbor Day planting event again. So, Staff is looking at is a street
tree planting along the south side of Riverdale Dr in the vicinity of the bank. There are currently
no boulevard trees on the south side of the road and this area abuts county parkland, so there
should be more than adequate rooting space and soil volume to establish healthy, thriving street
trees. Additionally, there are hydrants along the south side of the road which will assist with
getting water to these trees during dry periods.

Staff is still working on event details, including a date and time for the event. Arbor Day, which
in Minnesota is observed on the last Friday in April, happens to be the day before the
Environmental Expo. Staff will be busy preparing for the expo event, which rules that day out.
In 2008, the Arbor Day event was held on the Board's regularly scheduled May meeting date.
However, May 4 is the Board's regularly scheduled meeting date and, due to potential scheduling
conflicts for Staff, may not be ideal for a planting event.

Staffis hoping to meet with representatives of Village Bank in advance of the Board's Monday
meeting. If so, Staff will provide an update on any additional details that are confirmed. Also,
the details will definitely be finalized prior to the expo event so that the Board can have
information available to promote the planting event.

Staff is also working on organizing several larger volunteer planting projects that may occur
anytime in late April or May. Staff has submitted a seedling order to the MN DNR for 2,200
seedlings, consisting of red pine, white pine, white spruce and white cedar (no deciduous
seedlings were available this year). These seedlings are free and if the order is approved, they
would be used to reforest certain park areas and to establish windrows in other areas. Staff
would likely prep the sites and then volunteer groups would complete the actual plantings
(without Staff supervision). Dates and times are dependent on whether enough interest is
generated from various volunteer groups.

EPB Action

Based on discussion.

EPB: 4/6/09
