<br />Mayor Ramsey introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-03-065 <br /> <br />A RESOLUTION REQUESTING A FEASIBILITY STUDY TO BE CONDUCTED BY <br />ANOKA COUNTY FOR THE DEVELOPMENT OF A SHORE FISHING <br />OPPORTUNITY AND BOAT LANDING WITHIN THE FUTURE MISSISSIPPI WEST <br />REGIONAL PARK <br /> <br />WHEREAS, access to parks, natural resources, open space and recreation areas, are <br />essential to the quality of life, health and welfare. of City of Ramsey and Metropolitan Area <br />residents; and . <br /> <br />WHEREAS, in times of contracting economies, county and municipal park systems play <br />an ever-important role in providing low cost recreational opportunities to individuals and <br />families; and <br /> <br />WHEREAS, the city of Ramsey and Anoka County have, and will continue to meet <br />these needs through recreational improvements in the vicinity of the 204 acre Mississippi West <br />Regional Park, one of which is the trail connection between future Ramsey Town Center <br />pedestrian overpass and the river that will be in place in the Spring of 2009; and <br /> <br />WHEREAS, the 10-state Mississippi River Trail, and the trail referenced above, upon <br />connection to Ramsey's Transit Station will provide even more multi-modal opportunities for the <br />region to access the county and municipal recreational resources in this area; and <br /> <br />WHEREAS, the Trails and Open Space Partnership, of which both Anoka County and <br />the city of Ramsey participate in, has received $200,000.00 in funding for 2009 through the <br />National Park Service for alternative transportation planning in this area, specifically to include <br />trail connections to transit facilities, as well as to the river; and <br /> <br />WHEREAS, planning, such as feasibility studies within this service area by the Trails <br />and Open Space Partnership along the river was included as a match for the Alternative <br />Transportation in Parks grant; and <br /> <br />WHEREAS, there is limited shore fishing opportunities and no boat landings along the 5 <br />miles of the Wild and Scenic Mississippi River in Ramsey, and these features are shown within <br />the concept plans for Mississippi West Regional Park. <br /> <br />WHEREAS, a feasibility study to identify the details and costs to construct these fishing <br />and recreational facilities are in all parties' interests, and would be further beneficial so as to best <br />position the County of Anoka, the City of Ramsey, and the Trails and Open Space Partnership to <br />receive funding through the National Park Service, Transportation Advisory Board of <br />Metropolitan Council, the Minnesota Department of Natural Resources and others, for the <br />aforementioned facilities and appurtenances. <br /> <br />RESOL UTION #09-03-065 <br />Page 1 of2 <br />
