<br />APPROVE PLANNING COMMISSION MINUTES <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Rogers, to approve the following <br />minutes as presented: <br /> <br />1) Planning Commission public hearing and regular meeting minutes dated February 5, 2009. <br /> <br />Motion Carried. Voting Yes: Chair Pro Tern Van Scoy, Commissioners Brauer, Rogers and <br />Cleveland. Voting No: None. Absent: Chairperson Nixt and Commissioners Hunt and Levine. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The following Council minutes were noted: <br /> <br />1) City Council regular meeting minutes dated January 27,2009 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Public Hearing - Consider Amendment to City Code 9.03 (Administration) <br />Related to Site Plan Review; Case of City of Ramsey <br /> <br />Chair Pro Tern Van Scoy closed the regular portion of the Planning Commission meeting at 7:14 <br />p.m. in order to call the public hearing to order. <br /> <br />Public Hearine: <br /> <br />Chair Pro Tern called the public hearing to order at 7:14 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Gladhill stated that this case is to consider amending City Code 9.03 related to <br />site plan review. He reviewed the current requirements and noted that staff is recommending an <br />administrative review of smaller expansions of existing structures in the business and <br />employment zoning districts. He stated that this would be done much like the Home Occupation <br />Ordinance. <br /> <br />Chairperson Nixt arrived at 7:16 p.m. <br /> <br />Associate Planner Gladhill stated that the proposed amendments would allow for staff to handle <br />the site plans administratively when: the expansion is contiguous to a building previously <br />approved through the site plan and building permit process; it is less than 20% of the existing <br />buildings square footage; it does not exceed 43,560 sq. ft. or 1 acre of disturbed area, which <br />includes impervious surfaces; it is not located within the Flood Plains, Scenic Rivers, <br />Environmental Protection, or Critical River Overlay Districts; and it does not expand any non- <br />conforming or conditional use. He stated that staff would still have to adhere to the 60 day <br /> <br />Planning CommissionlMarch 5, 2009 <br />Page 2 of 12 <br />
