Background: <br />Staff was approached by the North West Radio Control Club (the Club) for an Interim <br />Use Permit (IUP) to fly radio controlled model aircraft on property owned by Al Pearson, <br />8876 Highway #10 NW (permission letter attached). Due to the IUP process being fairly <br />lengthy, staff suggested the Club could apply for a special events permit first which, if <br />approved by Council, would allow them to conduct their activities now while waiting <br />approval of their IUP. <br />The Club is not asking for set days for their activities — it would be "whenever" on <br />weekdays and/or weekends from 9:00 a.m. to dusk. There are no overnight activities and <br />there is absolutely no alcohol allowed. Number of persons and spectators expected to <br />attend the events would be anywhere from two to ten. There is sufficient parking space <br />on site and access to the property is via existing field roads. The property is in the middle <br />of four forty's and is a quarter mile from any residence (map attached). A porta -potty <br />will be on -site and provided by the Club. All equipment used on site such as sun shelters, <br />model runway material, safety fencing, etc. are temporary structures and are easily <br />removed. <br />The special events permit process is typically done on the Consent Agenda under <br />Licenses for Approval. Staff would ask the Council to waive the $50 application fee <br />because the Club is a non - profit organization. Staff has placed this request on the regular <br />agenda because the Club is also asking for the $600 escrow fee for the IUP process to be <br />waived as well. Staff cannot begin work on the IUP application until the escrow has been <br />received or waived.
