-224— <br />Metropolitan Council and FTA grants ($420,000) as mentioned above to construct a 590 <br />stall parking ramp. In addition, the City received approval for $3.5 million of CMAQ <br />money for a 200 -stall expansion of the existing parking ramp, requiring an $876,000 <br />local match plus engineering, architectural, and design expenses. This grant money <br />needs to be spent by June 2010 or it will be lost. <br />Observation: <br />Based upon the slower than projected growth of the area surrounding the transit center, <br />staff is recommending that the City pursue reprogramming of this money to other <br />transportation improvements in the area. Two related local projects of higher priority <br />appear to meet the criteria of the original CMAQ funding. These projects are the Ramsey <br />Rail Station and the Armstrong Boulevard interchange project. <br />Due to the fact that this is a federal grant program, the City has been asked to bring this <br />issue to the attention of our Minnesota congressional delegation. <br />Recommendation: <br />Based upon discussion of the above information, staff recommends that the Council <br />consider adoption of the attached resolution requesting Congressional support of a <br />Reallocation/Extension of CMAQ Grant Award to one of two projects transportation <br />projects in Ramsey — the Rail Station and the Armstrong Boulevard interchange project. <br />Council Action: <br />Motion to adopt Resolution #09- 04 -XXX requesting Congressional support of a <br />reallocation/extension of CMAQ Grant Award. <br />Reviewed by: <br />Director of Public Works <br />City Administrator: <br />CC: 04/14/09 <br />
