Motion by Councilmember Look, seconded by Councilmember Jeffrey, to adopt Resolution #09- <br />03 -067 authorizing transfer of park improvement trust funds for construction of IP #08 -22, <br />Sunfish Lake Park and Trail Project. <br />Motion carried. Voting Yes: Mayor Ramsey and Councilmember Look, Jeffrey, Dehen, <br />McGlone and Wise. Voting No: None. Absent: Councilmember Elvig. <br />Mayor Ramsey asked about the progress of the skatepark. <br />Parks Supervisor Riverblood stated that they are anticipating a Grand Opening in mid -June. <br />Case #5: Authorize City Council Members to Attend the Global Retail Real Estate <br />Convention by ICSC <br />City Administrator Ulrich presented the staff report and noted that the funding source to pay for <br />up to three Councilmembers to attend the ICSC would be from Council contingency funds. <br />Councilmember Look stated that since the City has purchased the Ramsey Town Center property <br />it may be a good idea to see what retailers are in expansion mode. <br />There was discussion by the Council about the number of people who should attend and the <br />funding source. <br />Motion by Councilmember Look, seconded by Councilmember McGlone, to authorize funding <br />of ICSC conference registration, travel and lodging for up to three Councilmembers, to include <br />Mayor Ramsey and Councilmembers/EDA Members Look and Elvig. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, McGlone, Dehen, <br />Jeffrey, and Wise. Voting No: None. Absent: Councilmember Elvig. <br />Case #6: Adopt Resolution #09- 03 -XXX Authorizing the Police Department to <br />Complete Applications for a CHRP Grant <br />Councilmember Look stated that his concern is with the requirement to hire the officers for 36 <br />months with their salary paid, but then the City is required to retain them for 12 months. <br />Police Chief Way stated that he is looking at 4 years from now and feels there will be activity <br />and an upswing in the need for more officers to do our basic duties. He noted that this is just <br />authorization to request this grant, so the Council will have the opportunity to review this further <br />if the City gets the grant. <br />Councilmember Look stated that he thinks the City needs to plan for the potential $200,000 <br />budget impact this will create four years from now. <br />City Council / March 24, 2009 <br />Page 7 of 9 <br />
