<br />CASE #4 <br /> <br />BACKGROUND RE AMENDING SUBSECTIONS 2.5 AND 4.5.5 <br />OF THE CITY'S CHARTER <br />By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />Last time the Charter Commission met, you directed staff to submit an ordinance to the <br />City Council for approval, amending Sections 2.5 and 4.5.5 of the City's Charter. That <br />ordinance was presented to Council on July 22, 2008. Had Council given unanimous <br />approval, it could have become a Charter amendment; however, the City Council had <br />much discussion and did not consider it. The Council also discussed holding a joint <br />meeting with the Charter Commission to discuss this further. <br /> <br />Attached to this case are the Charter minutes from 2008 as well as the Council case, the <br />ordinance, and the minutes from the Council meeting. This will acquaint the newly <br />appointed members with this issue as well as help the current members remember all the <br />discussion. The City Attorney is prepared to answer any questions you may have relating <br />to this item. <br /> <br />There are a couple different options the Charter may wish to consider. You may amend <br />the Charter as per Council discussion and send it back to them for reconsideration or you <br />could go directly to the voters if you feel strongly enough about your suggested <br />amendments.
