-The Task Force explored whether the measurement of house spacing should
decrease from its current 300ft. distance. Several "typical" road segments in
areas deemed to be appropriate to this category w~reexamined and the
existing spacings measured. It was determined that for average spacings of up
to300 ft., the RuralResidential District definition was appropriate.
Decreasing the distance would cause many roadways that should be covered
by this defin.ition to not be identified as Rural Residential District.
_ In the current statute it is uncJear whether. the spacing should be measured
along both sides of the street or only along one side. In the proposed
defmition, this is clarified; spacing is measured considering primary driveway
accesS to houses on one or both sides of the street.
_ The exclusive application to townships is removed; the rural residential
district may occur in any jurisdiction.

3'f..2 Rural Residential District Recommel1ded Text
The proposed text is below:

Statute 169.01, Subd. x.x. Rural Residential District. (a) "Rural
Residential District" t,neans ;het~rr~t9rycontiguous to and
including any street or highway'that is built 'up'with visible
dy?~l1ing houses on one or both sides of the road:with their primary
access points at interVals averaging 300 feet or less for a distance
onme~quarter mile or more.
(b)Fbr purposes of this subdivision, "interval" means the
measured'distance between the primary access point for each
.. dweUing house. whether houses are on one or both sides of the
road.

Figure 3~1 is a schematic drawing demonstrating how to measure the spacing as
described in the proposed text. Figure 3-2 is an aerial photo of a location in Denmark
Township, Washington County, which illustrates a typical development meeting the
300 ft. spacing guideline oithe Rural Residential District.

Page 15

42
