<br />9.26.04 <br /> <br />e. Protect water quality by maintaining the ability of wetlands to recharge <br />ground water and receive the discharge of ground water, to retain <br />sediment and toxicants and filter and strip nutrients from sUrface water <br />runoff before it discharges into community lakes and streams, thus <br />minimizing the contamination and eutrophication of these water <br />features; . <br /> <br />f. Provide wildlife habitat and thereby support the maintenance of <br />diversity of both plant and animal species within the City; and <br /> <br />g. Assure.the general health, safety, and welfare of City residents by <br />preservation and conservation of wetlands and sound management of <br />development by: <br /> <br />1. Conducting an inventory of all natural and constructed <br />wetlands within. the City; <br /> <br />2. Developing a system of. management classifications for <br />wetlands within the City based on wetland functions and <br />values, through. the application of an assessment method <br />. accepted under the WCA;. <br /> <br />3. Preparing and maintaining a comprehensive set of official <br />maps to be reviewed and adopted by the City Council, <br />identifying the location and mailagement classifications of all <br />inventoried wetlands within the City; , <br /> <br />4. Establishing wetland regulations that are coordinated with <br />flood plain, shoreland protection regulations and stormwater <br />'. management; <br /> <br />5. Requiring sound management. practices to protect, maintain, <br />and improve the quality of wetlands within the community; <br /> <br />6. Adhering to standards established in the WCA as permitted and <br />enforced by the Lower Rum River Water Mailagement <br />Organization (LRRWMO), which is the Local Governing Unit <br />(LGU); <br /> <br />7. Obtaining protective easements over or acqUIre fee title, to <br />wetlands as appropriate; and, <br /> <br />8. Developing and maintaining a program to educate the public <br />about the numerous benefits and features that wetlands provide <br />and the adverse effects of improperly managed. urban <br />development on wetlands.
