<br />d. Whether the variance requested is the minimum variance necessary <br />to accomplish the intended purpose of the applicant. <br /> <br />Subd. 2. Alternative Standards. The City may require alternative buffer <br />width and maintenance standards as a condition of variance approval, based on an <br />assessment of the following: <br /> <br />a. Size of the parcel <br /> <br />b. Topography and hydrology of the parcel. <br /> <br />c. Existing roads and utilities. <br />d. Percentage of the parcel impacted by wetlands. <br /> <br />e. Configuration of wetlands on the parcel. <br /> <br />f. Quality ofthe affected wet1and(s). <br /> <br />9.26.08 Monument Required. A permanent wetland buffer monument shall be <br />installed where wetland boundaries intersect lot lines and where needed to accurately <br />indicate the contour of the buffer, with a maximum spacing of two hundred (200) feef6f <br />wetland buffer edge. The monument shall consist of a post and a wetland buffer strip <br />sign. The post shall be of a material approved by the Zoning Administrator with a <br />maXimum size of four (4) inches by four(4) inches (4" x 4"). The sign shall be mounted <br />flush with the top of the post. The pqst shall be mounted to a height of a minimum of <br />four (4) feetabove grade set at least forty-two (42) inches in the ground. The bottom of <br />the post must be fitted with an anchor attachment that would expand upon attempted <br />removal or with a.concrete footing. Monuments may be waived in unusual circumstances <br />where the City determines that such signs would not serve a practical purpose. <br /> <br />9.26.09 <br /> <br />Subd. 1. Where acceptable natural vegetation exists in buffer strip areas, <br />the retention of such vegetation in an undisturbed state is preferred. A buffer strip has <br />acceptable natural vegetation if it: <br /> <br />Buffer Strip Vegetation Standards. <br /> <br />a. Has a continuous, dense layer of perennial grasses that have been <br />uncultivated or unbroken for atleast ten (10) consecutive years, or <br /> <br />. b. Has an'overstory of trees and/or shrubs with at least eighty (80) <br />percent canopy closure that have been uncultivated or unbroken for <br />at least ten (10) consecutive years, or <br /> <br />c. Contains a mixture of the plant communities described in (a) and <br />(b) above that have been uncultivated or unbroken for at least ten <br />(10) consecutive years. <br /> <br />-146-. <br />
