7.13.05 Police Entry. Members of the Ramsey Police Department shall have the right to enter the licensed premises at all reasonable times for purposes of verifying that the property listed on the records required by section 7.13.14 are actually at the licensed premises. 7.13.06 Holding of Property. In the event the Chief of Police, or any member of the. City: Police force designated by the Chief of Police,. notifies any licensee. not to .sell any property received on deposit or purchased by the licensee, or not to permit the same to be redeemed, and licensee shall not sell nor permit such property to be redeemed until such property is released in writing by the Chief of Police, or designate. No personal property deposited with or purchased by any licensee shall be sold or permitted to be redeemed from the place of business of licensee until thirty (30) days after the copy of the records required by §7.13.14 have been made available to the Chief of Police, except upon written permission of the Chief of Police. 7.13.07 Redemption Period. Any person pledging, pawning or depositing an item for security must have a minimum of sixty (60) days from the date of that transaction to redeem the item before it may be forfeited and sold. During. the sixty (60) day holding period, items may not be removed from the licensed location. Licensees are prohibited from redeeming any item to anyone other. than the person to whom the receipt was issued or, to any person identified in a written and notarized authorization to redeem the property identified in the receipt, or to a person identified in writing by the pledger at the time of the initial transaction and signed by the pledger, or with approval of the police license inspector. Written authorization for release of property to persons other thari original. pledger must be maintained along with original transaction record in accordance with Section 7.13.14. 7.13.08 Prohibited Transactions. No pawnbroker shall purchase or receive on deposit or pledge anything of value as security for a loan of money from any person, male or female, under 18 years of age, nor. knowingly from persons under the influence of any chemical substance or those of unsound mind. 7.13.09 Hours of Operation. From 9:00 p.m. Saturday to 7:00 a.m. Monday, no property shall be received as a pledge or purchase by any pawnbroker; nor shall any property be sold during said hours by any pawnbroker, nor on any other day before 7:00 a.m., nor on any day after 9:00 p.m. Further, no pawnbroker may be open for business on any legal holiday. or on a Sunday. 7.13.10 Verification of Identification of Property. All employees of a pawn shop shall verify the identification information of any pawned property by personal inspection of the property to determine any serial number or other identification information .on the property. 7.13.11 Revocation of License. Pursuant to §7.01.08, any violation of the terms of this Section or any provision of the City Code shall be grounds for suspension and/or revocation of the license issued pursuant to this Section. A license may be suspended and/or revoked by the Council only for cause and only after adequate notice to the licensee with the full opportunity for the licensee to be heard. -15-
