<br />reserved for dedicated parkland shall include at least four (4) inches of <br />topsoil, as defined in Section 9.02. <br /> <br />Subsection 9.50.50 Subdivision 3 h. is hereby amended to read as follows: <br /> <br />h. Lot Grading. All lots shall be graded in accordance with the final grading <br />plan. In addition, erosion control measures shall be followed to eliminate <br />erosion. Upon completion of the grading, atleast four (4) inches of topsoil, as <br />defined in Section 9.02, shall be applied to all exposed ground areas. And said <br />areas shall be landscaped in accordance with the final landscape plan. <br /> <br />Subsection 9.50.50 Subdivision 3 n. is hereby amended to read as follows: <br /> <br />n. Boulevard Sodding. This item shall be completed just prior to occupancy of <br />the building. This item may be completed sooner provided the subdivider <br />maintains the sod until the dwelling or structure is occupied. Boulevard sod <br />shall be installed over at least four (4) inches of topsoil, as defined in. Section <br />9.02. <br /> <br />SECTION 3. SUMMARY <br /> <br />The following is the official summary of Ordinance #09-XX which has been approved by the <br />City Council of the City of Ramsey as clearly informing the public of the intent and effect of the <br />Ordinance. <br /> <br />It is the intent and effect of Ordinance #09-XX to amend Ramsey City Code Sections 9.02 <br />(Definitions), Section 9.11 (Performance Standards), Section 9.20 (Zoning Districts) and Section <br />9.50 (Subdivision) to: <br />· Include definitions of natural areas, organic matter and topsoil; <br />· Require the addition of topsoil, at least four (4) inches in depth, on a lot whenever a <br />building permit is issued for the construction of a principal structure, excluding those <br />areas that will be improved with buildings, structures, parking and storage as well as <br />natural areas that are left undisturbed; <br />· Reduce the allotted time to install required ground cover and lawn establishment from <br />one (1) year to six (6) months from the date the Certificate of Occupancy is issued; <br /> <br />SECTION 4. EFFECTIVE DATE <br /> <br />The effective date of this Ordinance is thirty. (30) days after its passage and publication, subject <br />to City Charter Section 5.07. <br /> <br />Adopted by the Ramsey City Council the 28th day of April, 2009. <br /> <br />-193- <br />
