Amended motion by Councilmember Dehen, seconded by Councilmember Jeffrey, to have a
stipend of $25 per person for the Board of Administrative Hearings.

Further Discussion: Councilmember Jeffrey stated that his concern with Joe Field is that
because he was appointed to the Charter Commission, he didn't go through the interview process
like the other candidates. Councilmember McGlone stated that he thinks there should be an
attorney on this Board.

Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Jeffrey, Elvig,
and Wise. Voting No: Councilmembers Look and McGlone.

Case #11:

Consider a Resolution Confirming any Direction Given at the Work Session
Related to the Removal of a Commissioner

Human Resources Manager Kone' reviewed the staff report and discussion from the earlier
Work Session.

Councilmember Wise asked for an explanation of the attendance policy for Boards and
Commissions.

Human Resources Manager Kone' explained the attendance policy.

City Attorney Goodrich noted that Mr. Sibilski, the Commissioner being discussed, is in the
audience this evening.

Councilmember Jeffrey stated that he does not support the removal ofMr. Sibilski and noted that
the letter on the attendance violations came on the heels of the letter to the editor in the Anoka
County Union.

Mayor Ramsey invited Mr. Sibilski to address the Council.

Mr. Sibilski stated that over the last several years he had very good attendance, but has had work
issues in the last several months that fell when the EPB held meetings. He stated that he wanted
to remain on the Board because they were already short a member on the Board.

Councilmember Elvig stated that he does not see writing a letter as grounds for dismissal. He
stated that this feels very politically charged, but agrees that there has been an attendance
violation.

Councilmember Look stated that his decision tonight has nothing to do with what he will call a
"bogus" complaint made by Mr. Sibilski earlier this evening.

Mike Max, Chair of the EPB, stated that to address the attendance issue, Mr. Sibilski did try to
attend meetings by phone when he was out of town, but he was advised not to do.

City Council / April 14, 2009
Page 13 of17
