CC CASE# <br />INTRODUCE A PROPOSED ORDINANCE TO AMEND. CHAPTER 7, <br />SECTION 7.13 ENTITLED PAWN BROKERS <br />By Jim Way, Police Chief <br />Background: <br />Currently there are no pawn shops being operated within the City of Ramsey. Staff would like. <br />to make changes to the current ordinance to assist in policing pawnshops when/if a business of <br />this type moves back into Ramsey. One of the proposed changes includes the photographing of <br />customers that pawn items. This is critical to the identification of parties that pawn stolen items <br />or use false identification. Other proposed changes would make it illegal to pawn the property of <br />another person or to pawn property that has a lien on it. A posting requirement on the premises <br />and some definitions where also updated. <br />Attachments: <br />Proposed ordinance with strikethrough identifying deletions and italics added additions. <br />Council Action: <br />Motion to Introduce Ordinance #09-XX amending Chapter 7 of City Code, which is known as <br />the licensing and permits chapter and Section 7.13 entitled Pawn Brokers of the City Code of <br />Ramsey, Minnesota. <br />Reviewed by: <br />City Administrator <br />City Atty <br />CC 4-28-09 <br />-7- <br />
