<br />Al Haugen advised that the draft maintenance agreement was not traditional and has never been <br />used for the Adopt-a-Spot program and was instead based upon other agreements that the City <br />has entered into with other developers. <br /> <br />Parks Supervisor Riverblood explained that the level of detail had been created to ensure that <br />maintenance would be ongoing in the future. <br /> <br />Andrea Seiberlich advised that if neighbors do move away, the family of the young boy has <br />committed to the upkeep of the area. <br /> <br />Commissioner Backous thought it was a great agreement and protected the City adequately. <br /> <br />Chairperson Johns questioned if the applicant would be doing the work and the purchase of <br />items. <br /> <br />Parks Supervisor Riverblood advised that the only City responsibility would be to install a trash <br />receptacle, which is needed in the area. <br /> <br />Chairperson Johns questioned if the neighbors would be doing the work, or hiring someone to do <br />the work. <br /> <br />Andrea Seiberlich advised that the funding is currently available for the grading and landscaping <br />materials. She advised that fundraising was another option, if the item is approved, along with <br />donations being made by certain residents. She advised that they would also reach out to other <br />community groups. <br /> <br />Al Haugen advised that a project timeline and budget was included, as proposed by the applicant. <br /> <br />Andrea Seiberlich confirmed that $5,000 was available, along with a silent donor if need be. <br /> <br />Commissioner Barr questioned if liability waivers would be included to protect the City. <br /> <br />Parks Supervisor Riverblood confirmed that the City would be protected by the waivers. <br /> <br />Chairperson Johns thought that the comer site might be more visible for the public. <br /> <br />Commissioner Backous thought that parking /and traffic might be an issue with the comer lot. <br /> <br />Commissioner LaMere preferred site one. <br /> <br />Motion by Commissioner Backous, seconded by Commissioner LaMere to recommend site one <br />and recommend that the City accept the Adopt-a-Spot applicant and agreement. <br /> <br />Commissioner Hansen questioned if an irrigation system could be installed at a later date if <br />needed. <br /> <br />Park and Recreatio.n CommissionlMarch 12, 2009 <br />Page 5 of 15 <br />
