Parks Supervisor Riverblood advised that would be a portion of the feasibility study. He thought that the landing would be hugely popular during certain times, such as fishing tournaments and not so busy during the weeknights. He advised that the cost of the planning would be the responsibility of the County. Chairperson Johns thought this would be a good way to move the project further up, especially since added value could be gained during the current economy. She questioned how likely it would be for the County to come on board with the project. Parks Supervisor Riverblood felt that there might be some resistance to building one aspect of the park, rather than constructing the entire park at once. He advised that the County had not yet been made aware of this proposal. He clarified that this would not recommend the expenditure of any funds at this time, nor would the approval of the City Council. Commissioner Backous thought it would be great to have a boat landing within the City. Motion by Commissioner Backous, seconded by Commissioner LaMere to recommend that the City Council consider adoption of Resolution 09-03-XXX, supporting a feasibility study for the development of a boat landing and fishing opportunities within Mississippi Regional Park. Motion carried. Voting Yes: Chairperson Johns, Commissioners Erickson, Backous, Barr, Hansen, and LaMere. Voting No: None. Absent: Commissioner Shryock. Commissioner Shryock arrived at 7:40 p.m. Case #5: Discuss Restroom Availability at Central Park Parks Supervisor Riverblood reported that there had been concern brought up during previous meetings that the buildings in the Park would have the locking systems making them available during the day and automatically locking at 10 p.m. He advised that the total cost was just under $3,000. He advised that concern had also been brought up as to adding a facility at Rivers Bend Park. He advised that there were significant reductions in the operating budget, park staff, and building maintenance. He advised that retrofitting one of these buildings would create up to five hours of maintenance time back into the existing abilities, which is a concern. He advised that while Emerald Pond Park has had limited vandalism, it also has high visibility which Central Park does not. Commissioner Backous questioned how the timers were set. Parks Supervisor Riverblood advised that they would be set onsite and could be changed if necessary . Commissioner Backous thought that if peak times were covered, rather than open during all weekday hours, it would create less maintenance work for staff and also cover the need in the park. He hoped that during the peak times some of the youth organizations could take on some of the maintenance issues.
