<br />Councilmember Wise suggested there should be a financial incentive to doing the right <br />thing and a penalty for doing the wrong thing to which Director of Public Works Olson <br />replied that we do that currently - a tiered structure for water usage. Councilmember <br />Wise asked that this be part of the education piece as well. <br /> <br />Mr. Olson stated the ordinance would be amended as discussed this evening and brought <br />back to Council for action. <br /> <br />Consensus of the Council was to have the EPB prepare the education piece and look at <br />sod versus seeding. <br /> <br />Mayor Ramsey felt that part of the education piece should be a cost benefit analysis with <br />regard to water usage. <br /> <br />Councilmember McGlone asked that Assistant Engineer Himmer include calculations for <br />people with private wells too. <br /> <br />Mr. Himmer reported that the direction at the Public Works Committee meeting was to <br />advance this ordinance as a water conservation piece. Mayor Ramsey asked for figures <br />for average size lots to be given at the Council meeting as well. Mr. Himmer continued <br />that what staff was most "stuck" on was the soil specifications. There has to be some <br />component for a specification we are trying to reach that gets us better than where we are. <br />He inquired if Council would like to see that in the educational piece as well to which <br />Mayor Ramsey commented that the EPB would be taking care of the educational <br />information. Mr. Himmer cautioned that if the ordinance becomes effective within the <br />next two months, EPB might not have time to complete the education literature by then. <br />Councilmember Dehen suggested that the EPB look into a compost site too - discuss <br />having one and where it could be located. <br /> <br />3) COPS Grant <br /> <br />Police Chief Way stated that the Council authorized the Police Department to apply for <br />two officers through the COPS Hiring Recovery Program. Council asked a couple of <br />questions that staff was unable to answer on the spot; therefore, this report was prepared <br />to answer these questions. Q. If cost of living increases, is that paid for. A. Yes. Q. If <br />we request two and get two, but in 2010, we decide we need to cut back - can we? A. <br />No. We would have to stay at this number for four years or pay the money back or there <br />is the possibility we could never get a grant again; <br /> <br />Discussion ensued relating to Police coverage for Nowthen and that this may not happen. <br /> <br />Councilmember Look stated that if we let this go now, for sure, we will be looking to hire. <br />officers within the next three years and then we will have missed out on. that grant <br />money.
