<br />Ms. Miller stated that one way to address all of this without changing the Master Plan is <br />by having a Charest and see what people buy into - see what people are willing to bend <br />on and use that to figure out what people are willing to support. The west side is more <br />wide open and we can be more flexible there. <br /> <br />Councilmember Dehen stated he did not know if we would be solving anything by asking <br />people what they think. He understands the eastern side - the park for residents, etc., but <br />regarding the loosening of the architectural standards, he is not in favor of that. He is in <br />favor of keeping committee review. The Council has less interest in flexibility for the <br />east side. He felt that there needs to be flexibility to allow developers to bring us <br />something but there still has to be guidelines. The J?1essage to developers has to be that <br />we have this master plan but on the flexible side, we can look more at what they want to <br />show. He is not sure what part of this process involves the public. <br /> <br />Associate Planner Gladhill stated that there were lessons learned from the comp plan. <br />We provided a less intimidating process - such as not being in front of the camera, etc. <br />Mr. Olson stated that to Councilmember Dehen'spoint, we have gone through the public <br />process with this. Councilmember Dehen felt it would be a waste of several months if a <br />developer comes with a plan and we say it has to go back through public process. <br /> <br />Ms. Miller stated that we are looking at changing some areas to allow for "big box" <br />development so that would require a public hearing. Weare talking about allowing <br />public some input on what these changes could look like, not specifics - but what type of <br />"big box" development, etc. Ms. Miller added that when you do a Charest, there's <br />typically a notebook to give them guidelines. Mayor Ramsey felt it was important to <br />involve the citizens, but maybe show them what can actually be changed. <br /> <br />Councilmember Wise cautioned that sticking strictly to the same master plan is a disaster <br />waiting to happen again. <br /> <br />City Administrator Ulrich stated there are essentially two pieces to this - 1) the land use <br />and 2) the City is in the business of being land developers. Maybe the EDA should look <br />at how we should market the land, cash flow, etc. and have more open public process for <br />reclassifying development standards. Another approach would be to take a big piece of <br />land or the whole thing and let the market respond to you - Opus, Ryan, etc. <br /> <br />Mayor Ramsey stated that was his fear - he does not want to be told what he wants - he <br />thinks 'big box' is not what we want. <br /> <br />Discussion ensued relating to holding an informal meeting, finding out what the market <br />will bear, getting ideas, etc. <br /> <br />Mr. Ulrich stated he like the idea of an informal meeting with individuals and bringing in <br />some residents to maybe have them hear developers as they come in and they can convey <br />that back to the community, etc. We will hear a lot in the individual meetings and if we <br /> <br />City Council Work Session - April 7, 2009 <br />Page 5 of7 <br />
