<br />Case # 1 <br /> <br />Public Hearing <br />REQUEST FOR AN INTERIM USE-PERMIT TO ALLOW THKFL YING <br />OF RADIO CONTROLLED AIRCRAFT; <br />CASE OF NORTHWEST RADIO CONTROL CLUB <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />NorthWestRadio Control Club has submitted an application for an Interim Use Pennit (!UP) to <br />allow for the use of radio-controlled model airplanes. NorthWest Radio Control Club previously <br />flew model airplanes in the City of Ramsey in a portion of the Ramsey Town Center <br />development. The maximum duration of an Interim Use Permit is five (5) years from the date of <br />approval, unless otherwise extended. by the City Council. The City Council has approved a <br />Special Events Permit for the operation until an IUP is either approved or denied. <br /> <br />Notification: <br /> <br />Staff attempted to notify all property owners within 350 ft <br /> <br />Observations: <br /> <br />NorthWest Radio Control Club .is requesting to use a portion of the property currently owned by <br />Pearson Properties of Ramsey, LLC. The club is only proposing to use the northeast quadrant of <br />the property, not the entirety of the five parcels listed in the Public Hearing. Staff recommends <br />. the Applicant work with the City to prepare a fly-zone exhibit to depict the areas the planes will <br />be flown. The Applicant has stated that the planes will only have a fly radius otapproximately <br />600 feet from the base. The Applicant has stated that there will be no more than 10-12 people on <br />the site at one time. Additional information related to the request is included in a letter addressed <br />to the City and attache~ for reference. <br /> <br />Staff has some concern regarding noise produced by the planes. The Applicant has stated that <br />they will provide noise specifications for the planes. However, Staff has not received that <br />information yet In addition, the SpecialEvents Permit was approved to give the City a chance to <br />study the noise and traffic impacts of the use. Staff has not had the opportunity to work with the <br />Applicant to perform any noise or traffic impact studies. The Applicant is requesting.to use an' <br />existing farm road with acc~ss onto Highway 10. The request will be forwarded to the Minnesota <br />Department of Transportation for comment. <br /> <br />Staff Recommendation: <br /> <br />Based on the current use of the property, granting permission as requested for an interim period <br />of time may be appropriate. However, given that additional information is needed before Staff is <br />comfortable making any recommendation, Staff recommends that action be tabled and the Public <br />Hearing be extended to the June Planning Commission Meeting. As stated before, the Special <br />EventsPermit is good Until an IUP is either approved or denied. The Application was submitted <br />on April 16, 2009. The 60 day review period expires on June 15,2009. Staff would invoke a 60 <br />day extension to complete the revie~. Any additional extension would need to receive approval <br />by the Applicant. <br /> <br />1 <br />
