Zoning Adm'r of Aquinnah, 453 Mass. 245, 901 <br />N.E.2d 121 (2009) <br /> <br />MASSACffiJSETTS (02/20/09)-From April 22, 1999 to May 23, <br />2000, while the town considered changes to its zoning bylaws, there was <br />a "moratorium" on the town's issuance of development permits. <br />Nonetheless, on June 29, 1999, Maria Kitras and James Decoulos <br />(collectively, the "Kitrases") submitted preliminary subdivision plans to <br />the town's planning bo~rd (the ":Board"). The Kitrases were trustees of <br />two real estate trusts that owned two parcels of land in the town. <br />On June 30, 1999, one day after the Kitrases' submittal, the town ap- <br />proved changes to its zoning bylaws.
