In January 2006, <br />LL3.mas applied to the town to rezone the Parcel from "Low-Density Resi- <br />dential District" to "General Commercial District" ("GCD?'). At that time, <br />under the GCD classification: retail sales was a permitted use by right; and <br />there was no limit to the gross floor space of a: single structure devoted to , <br />that use. <br />Ultimately, the developers and the town reached an agreement concern- <br />ing certain development proffers.
