<br />Case #5: <br /> <br />Accept Plans and Specifications for City Project 08-27, 167th Avenue NW <br />Realignment, and Authorize for Bid <br /> <br />City Engineer Himmer reviewed the staff report. <br /> <br />There was discussion about the 2030 Comprehensive Plan in relation to this project. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to accept plans and <br />specifications for City project #08-27, 167th Avenue realignment, and authorize for bid. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey and Councilmembers Elvig, Dehen, Jeffrey, Look, <br />McGlone and Wise. Voting No: None. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to adopt the State Aid <br />resolutions as follows: Resolution #09-04-088 related to parking restrictions for the 167th <br />Avenue NW reconstruction project, State Aid Project 199-102-006 and Resolution #09-04-089 <br />requesting a variance from standards for State Aid operations 167th Avenue NW reconstruction, <br />State Aid Project 199-102-006.. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey and Councilmembers Elvig, Dehen, Jeffrey, Look, <br />McGlone and Wise. Voting No: None. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Jeffrey, to authorize the expenditure of <br />$10,000 for registered surveying services related to the acquisition of required right-of-way. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Dehen, Elvig, Look, <br />McGlone, and Wise. Voting No: None. <br /> <br />Case #6: <br /> <br />Consider Community Garden for Water Tower #1 <br /> <br />Parks Supervisor Riverblood reviewed the staff report. <br /> <br />Al Pearson, 14821 Bowers Drive, stated that he is on the Ramsey Foundation Board and thinks <br />this is a fantastic opportunity, especially considering the economy and noted that they received <br />quite a few names of people interested in this concept at the Expo last weekend. <br /> <br />Councilmember Dehen asked about using the former Boike property that is owned by the State. <br /> <br />Mr. Pearson stated that he currently leases that land and it is a marginal piece of ground that <br />would have to be irrigated. <br /> <br />Parks Supervisor Riverblood stated that he feels there is a lot of need for this type of activity and <br />thinks that community gardens may eventually be brought into other areas ofthe City. <br /> <br />There was discussion about irrigation, safety and security issues. <br /> <br />City Council / April 28, 2009 <br />Page 9 of 12 <br />
