associated with Runsey at that time.
Greg Patten - Stated that the touch and go operations at the facility
sound like hornets flying around. Inquired if the danger of air crashes
would increase with so many students using the facility. Inquired if the
cost of homeowner's insurance would increase because of the airport.
Mr. Otto - Replied that smaller, unimproved airport facilities tend to have
a greater amount of training operations than itinerant operations. With
airport improvements, the trend is towards more itinerant operations and a
decrease in training operations. There is a risk factor at the facility
now and the improvements and zoning would add an additional margin of
safety to what already exists at Gateway.
Greg Patten - Stated that a neighbor of his used to live by Crystal Airport
and sold his home for $5,000 less; there is an impact to property
valuation.
Mr. ar e to that one of the problems with Crystal Airport is that
they airport safey zoning in place.
Joe Sentyrz - Inquired if there will be control towers at Gateway in the
future.
Mr. Bartley - Replied that typically, control towers are not found on
the type of airport facility Gateway will be and that he doesn't know of
any airport the size of Gateway that has a control tower. Control towers
are for controlling ground traffic.
Mr. Otto - Noted that there would have to be at least 200,000 annual
operations at an airport before it would even be considered to qualify for
a control tower. Because of limited federal funds, there has been a move
to deactivate control towers already in place.
Mr. Bartley noted that written comments regarding the proposed airport
zoning ordinance should be addressed to the Mayor of Ramsey and will be
received until 9 :00 a.m. on March 23, 1987.
The public hearing adjourned at 9:40 p.m.
Respectfully submitted,
Sylvia Frolik
Secretary
David Bartley
City Administrator
Airport Zoning Board/March 11, 1987
