Patrick Kennedy <br />7231 151st Avenue NW R E C E 1 V F n <br />Ramsey, MN 55303 <br />MAR 1 6 1987 <br />March 12, 1987 ' <br />Ans'd. <br />RE; Gateway Industrial North Airport Zoning Ordinance. ........... <br />City of Ramsey <br />Zoning Board/City Council <br />I have attended your meetings, and studied your proposed airport plans, and I feel <br />it is premature to begin a zoning ordinance, as the entire plan is not. a good one. <br />Everything about this plan is either "minimum" or just enough to get by, and Ramsey <br />deserves the best. (landfill proximity, Highway and railroad safety, residential <br />safety, regard for the people of Ramsey, etc.) <br />On the South end of proposed runway, you plan for the Air corridore to cross over <br />Burlington Northern Railroad Mainline Track at an elevation of 22 feet, or is it <br />23 feet ?, above Top of Rail. The State of Minnesota Statutory Vertical Clearance <br />minimum is 22 feet above Top of Rail to Obstruction., for General, thru Bridges, <br />Highway Bridges, Tunnels, and through Buildings and Doors. These are "Fixed Ob- <br />structions ". <br />I'm wondering if someone mistook Statutory Vertical Clearance for "Fixed Obstruct- <br />ions" to mean, or include Airport Corridors. <br />Burlington Northern operates Double -track Mainlines from Fridley Northtown Yard, <br />to the West coast, and transports a multitude of Hazardous placarded, and Flammable <br />placarded cars, as well as other dangerous commodities. Statutory clearance is <br />minimum clearance, but not to be confused with the other requirements your airpot <br />must meet under various Government Agency to safely operate near these hazards. <br />A logical example would be the same as if your Airport were operating over an in- <br />dustry with hazardous wastes, and or materials, or toxic chemicals. How high would <br />your corridore need to be, to safely operate over them? What then is the closest <br />you can fly over the same substanse, moving 60 MPH, over top of Railroad Cars. (not <br />top of rail, as used for clearance, I already know that I am right on this.) <br />If the City of Ramsey doesn't care to notice this error, and continues to attemt <br />zoning, and building this Airport in the present unsafe plan, I feel compelled to <br />notify the proper Agencys and enforcement, to protect my personal interests, and <br />those of the residents of this community. <br />To try to correct this error later, would mean at a 40;1 corridore ratio, that <br />for every foot you must raise the corridore, you will need to move 40 feet North, <br />and if for example just 30 more feet clearance are-required, the Airport would <br />need to shift 1 feet additionally. Zone "A" would be extended, more property <br />would need to be bought , County Road 56 wouldn't have proper overhead clearance, <br />and would probably need to be moved nest, to obtain clearance. Most importantly <br />the residents of Ramsey would be stuck with the added costs. <br />For the City Council to get off the hook, they can place the airport issue before <br />the people on a Ballot. (The Fair way, the Democratic way.) If the people through <br />petition have to do this, the City Council will be identified as not being capable <br />to use good judgement. The City Council should be spending their time protecting <br />its residents from such ill - planned, ill - conceived plans. <br />Sincerely, <br />
