stated that they feel a ?~-foot roadway is the actual minimum width the rand can be for- public <br />safety, He stated that they would also propose creation of a 30-foot radius cul de sac, with an <br />additional 10 feet right-caf-way .for snow storage< He stated that additional right-of-way will <br />need. to be acquired to accomplish this. <br />Councilmember Dehen stated t11at if the City~has existing prescriptive right-of-way existing snow <br />storage, why the Gity would have to get additional property beyond that. <br />City Engineer Janlcawslci stated that aftar the. City puts in-the 24-foot road, the City- will be <br />tossing snow beyond the existing prescriptive right of way, <br />Cotu~cilmember Dehep asked if that can be part of the agreement with neighbors that the City is <br />allowed to plow snow onto the property. <br />City. Engineer Jankowski stated that t.he~ City needs to determine how the additional right of way <br />would be acquired. He Hated that the County records for price per square foot of properties <br />affected by this project is an average of 51.8 per square foot and this would create orange of <br />about $30,000 to 5=X0,000 to da that. He stated that staff is proposing that they would caves the <br />property acquisition cost prutially from tl~e staxm water utility and the remainder would be <br />considered a project cost and treated as a street cost elements which are divided SO/SO between <br />the City and .residents, He stated that storm sewer locations would involve easements over <br />1 RO1S Ute Street. He stated that it.is a pretty tight schedule, but it could still be completed this <br />constniction season, He reviewed the proposed schedule with passible eonstructiQn in August <br />and Septenr~ber of 2009. <br />Cauncilmember McGlone asked why the City is proposing a bituminous curb on this project, <br />City Engineer Jankowski stated that it was proposed primarily because of the cost. <br />Councilmember McGlone stated that he has them in his neighborhood and they are terrible, He <br />asked when the City starts repairing the mistakes of.the past and let people get their money's <br />worth. He stated that concrete curb will last 70 or 80 years and bituminous stub will get ripped <br />up next ,year by a plow, ble asked what the tonnage of this road would be: <br />Public Works Director Glson stated that it would be a 7-tan construction, <br />Chair Elvig stated that the Council hasn't weighed in on a new policy for the concrete ctirb issue, <br />He stated that he feels there are some extenuating circumstances an this street far cuxb and <br />gutter. <br />Richard Lidding, 18001 Ute Street, stated that if you have to -have a 24 ~faat surface, he asked <br />why it wouldn't be built within the 30 feet and take temporary easernexats far constxuction and <br />then an top of that take the snow storage area as a temporary easement instead of permanent <br />right of way..
