Public Uv'orlcs Director Qlson stated that those is just under 5 mhos ofpaved struts in-the City. <br />Chair llvig revietived some of the thins that the Council needs tv clarify so a precedent isn't set, <br />which would be included in t~ndings of fact, so there are weapons against future developments <br />that try tv ta)ce this angle. <br />Councilrnc:rtiber Dehen stated thafi lle doesn't know if findings of fact will :help. <br />Ms. Brown-Nelson stated that the people that use this street are going to be the ones that live <br />there. <br />Chair Elvig stated that the City can develop findings of fact that suggest that there are several <br />anomalies with this road that don't happen commonly that. would drive this forward to take a <br />look at a 22 foot wide toad and not set a precedent. He stated that the reside=nts are saying no to <br />the project, as proposed, so if the City wants it paved, then something will need to change. <br />Councilmember Dehen stated that he is not an engineer and doesn't know what the right width <br />is, He stand that he supports getting roads paved and is concerned about having room for two <br />vehicles to pass on a road that is only 2? foot wide. <br />Chair 1~lvig stated that he Feels the residents are fine with a 1 d~fv9t dirt read, <br />Councilmember McGlone stated that Ramsey is pert of the seven county motto area and the City <br />has to. corne up with standards because those will be even more people in the future. 1-Ie stated <br />that staff has whittled the standard down to 24 feet and~what the residents are asking for is below <br />standard and vvi11 set a precedent for other areas of the City. <br />Motion by Cauncilmember McGlone, seconded by Councilmember Dehen, to recommend to the <br />City Council; 1. Construct a 24 foot wide roadway located within a 50 foot right-of--way <br />centered 18 feet of the common N/S property line. between properties on the east and west sides <br />of Ute Street, except at 18043 Ute Street where the right-of--way shall be 33 feet east of the street <br />centerline, and that the road bend in some may to accommodate future septic needs for certain <br />households; ?. Construct a cul de sac having a paved radius of 3Q feet and a right of way radius <br />of 40 feet; 3. Finance the storm sewer easement acquisition costs through the storm sewer utility, <br />and the street right of way costs as the other street element cost with 5U°fv of costs borne by the <br />property owners and SOp~~ as a City cost. <br />irurther Discussion: CounGilmember Dehen asked if that would include the limitation an taking, <br />of any property, which he would suggest to reduce right of way, as suggested by Mr, Lidding. <br />tlmended motion by Councilmember 1VIcGIone, seconded by Councilrnember Dehen, to include <br />that the right-ot=way acquisition be limited as suggested by Mr. Lidding, <br />Further Discussion: NIx: Lidding suggested that the City come up with an estimate on costs for <br />the residents to consider. City Engineer Jankowski stated that once they get the width of the <br />road, they will rework the numbers and send that information out to everyone.
