• The Task Force explored whether the measurement of house spacing should <br />decrease from its current 300 ft. distance. Several "typical" road segments in <br />areas deemed to be appropriate to this category were examined and the <br />existing spacings measured. It was determined that for average spacings of up <br />to 300 ft., the Rural Residential District definition was appropriate. <br />Decreasing the distance would cause many roadways that should be covered <br />by this definition to not be identified as Rural Residential District.. <br />• In the current statute it is unclear whether the spacing should be measured <br />along both sides of the street or only along one side. In the proposed <br />definition; this is clarified; spacing is measured considering primary driveway <br />access to houses on one or both sides of the street. <br />• The exclusive application to townships is removed; the rural residential <br />district may occur in any jurisdiction. <br />3,2,2 Rural Residential District Recommended Text <br />The proposed text is below: <br />Statute 169.01, Subd. xx. Rural Residential District:. (a) "Rural <br />Residential District" means the territory contiguous to and <br />including any stxeet'or highway t11at is built up with visible <br />dwelling houses. ari one. or both sides of the road with their primary <br />access points at intervals averagirtg 300 feet or less for a distance <br />of bne-quarter mile or more. <br />(b) For purposes of this subdivision,. "interval'.'. means the <br />measured distance between.the primary access point for each <br />dwelling house whether houses are. on one or bath sides of the <br />road. <br />Figuxe 3-1 is a schematic drawing demonstrating how to measure the spacing as <br />described in the proposed text. Figure 3-2 is an aerial photo of a location in Denmark <br />Township, Washington County, which illustrates a typical. development meeting the <br />300 ft. spacing guideline of the-Rural Residential District. . <br />Page 15 <br />-170- <br />
