CASE #
ADOPT PROPOSED ORDINANCE TO AMEND CHAPTER 7, SECTION
7.13 ENTITLED PAWN BROKERS
By Jim Way, Police Chief
Background:
Currently there are no pawn shops being operated within the City of Ramsey. Staff would like
to make changes to the current ordinance to assist in policing pawnshops when/if a business of
this type moves back into Ramsey. The proposed ordinance amendment was introduced at the
regular City Council meeting on 4-28-09.
One of the proposed changes includes the photographing of customers that pawn items. This is
critical to the identification of parties that pawn stolen items or use false identification. Other
proposed changes would make it illegal to pawn the property of another person or to pawn
property that has a lien on it. A posting requirement on the premises and some definitions where
also updated.
Attachments:
Proposed ordinance as introduced.
Council Action:
Motion to waive the reading of the ordinance amending Chapter 7, Section 7.13 entitled Pawn
Brokers.
-and-
Motion to adopt Ordinance #09-XX amending Chapter 7 of the City Code, Section 7.13 entitled
Pawn Brokers.
Roll call vote: Councilmember Dehen
Councilmember McGlone
Councilmember Wise
Councilmember Look
Councilmember Jeffrey
Councilmember Elvig
Mayor Ramsey
Reviewed by:
Police Chief
City Attorney
City Administrator
CC: 05/12/09
-239-
