CASE # <br />ADOPT PROPOSED ORDINANCE TO AMEND CHAPTER 7, SECTION <br />7.13 ENTITLED PAWN BROKERS <br />By Jim Way, Police Chief <br />Background: <br />Currently there are no pawn shops being operated within the City of Ramsey. Staff would like <br />to make changes to the current ordinance to assist in policing pawnshops when/if a business of <br />this type moves back into Ramsey. The proposed ordinance amendment was introduced at the <br />regular City Council meeting on 4-28-09. <br />One of the proposed changes includes the photographing of customers that pawn items. This is <br />critical to the identification of parties that pawn stolen items or use false identification. Other <br />proposed changes would make it illegal to pawn the property of another person or to pawn <br />property that has a lien on it.
