Reportable transaction -Every .transaction conducted by a pawnbroker, inside <br />the City of Ramsey, in which merchandise defined in section 7.13.14 is received through a pawn <br />purchase, sale, consignment or trade, or in which a pawn is renewed, extended, redeemed or <br />voided, is a reportable transaction, and for which a -daily report to the police department is <br />required. <br />Unique identifier - A serial number, identification number, model number, <br />owner applied identifier or engraving, "Operation ID" number or symbol, or other unique <br />marking. <br />7.13.02.. General <br />. Subdivision 1. Purpose. The Council finds that pawnbrokers potentially <br />provide an opportunity for the commission of crimes and their concealment because such <br />businesses have the ability to receive and transfer stolen property easily and quickly. The <br />Council also finds that consumer protection regulation is warranted in transactions involving <br />pawnbrokers. The purpose of this Section is therefore to prevent pawn broking from being used <br />as facilities for commission of .crimes and to assure that such businesses comply with basic <br />consumer protection standards, thereby protecting the public health, safety, and general welfare <br />of the citizens of the City. _ <br />a. Provisions of State Law Adopted. The provisions of .Minnesota Statutes <br />Chapter 325J and as amended from time to time are hereby adopted by <br />reference as if fully set forth at this point. <br />Subd. 2. License Required. No person, partnership, or corporation shall <br />engage in or carry on the business of a Pawnbroker, without a license issued by the City, for each <br />and every separate office or place of business operated by such licensee in the City. The annual <br />fee for such license shall be set by Council resolution. <br />A license under this Section shall authorize the licensee to carry on its business only at the <br />permanent place of business designated in the license. No license may be transferred to a <br />different location or a different licensee. <br />-Subd. 3. APS Established. To help the police department better regulate <br />current and future pawn businesses, decrease and stabilize costs associated with the regulation of <br />the pawn industry, and increase identification of criminal activities in the pawn industry through <br />the timely coilection and sharing of pawn transaction information, this Section also implements <br />and establishes the use of the automated pawn system (APS). <br />Subd. 4. License Limitation. No more than three (3) pawnbroker licensed <br />businesses shall be permitted by the City at any one time. Priority shall be given to qualified <br />applicants for renewal of existing licenses. <br />Subd. 5. License Fee. <br />-241- <br />
