CASE # <br />AWARD OF CONTRACT FOR GEOTECHNICAL <br />AND CONSTRUCTION TESTING SERVICES <br />By: Tim Himmer, City Engineer. <br />Background: <br />The City executes a contract for geotechnical and construction testing services on an annual basis. If the <br />agreement proves beneficial to the City, it is common practice to build upon the existing relationship <br />and extend the contract to subsequent years. American Engineering Testing, Inc. has held a contract <br />with the City since 2007. We have not experienced excessive problems over the past two years, but in <br />light of current market conditions and budgeting concerns. staff felt that now was a good time to evaluate <br />the level of service received, and investigate alternative options that maybe available. <br />This item was brought before the Public Works Committee on February 17, 2009 for authorization to <br />request formal proposals from regional companies. This authority was recommended for approval; and <br />ratified by the full Council on March 10, 2009. <br />Observations: <br />Currently the City arranges for all geotechnical and construction testing services, on both public and <br />- - - - .private- improvement- proj ects that are to become publicly owned- and maintained: Staff is-looking -at - - -- - -- - <br />firms that can provide a full service spectrum of geotechnical and construction testing services: It makes <br />sense to use a firm that can react to all conditions that may exist on a project, and can provide timely <br />information and recommendations to unforeseen occurrences. <br />Staff solicited three geotechnical and construction testing firms located in close proximity to the City of <br />Ramsey, and evaluated these firms on the following criteria: <br />1. Project specific experience of key personnel -resumes and technical expertise. <br />2. Successful experience working in Ramsey and/or City's of similar size and soil conditions. <br />3. Understanding of the scope of work -response to a representative City project. <br />4. Accessibility, responsiveness, and flexibility of scheduling. <br />5. Cost -statement of fees, and terms. <br />6. References. <br />This analysis resulted in the following scoring for the 3 consultants: <br />AECOM NTI <br />Experience of key personnel <br />Experience on similar projects/environments <br />Understanding of scope <br />Accessibility/responsiveness <br />Cost <br />References <br />TOTAL <br />Funding: <br />AET <br />25 21 24 <br />15 15 15 <br />8 9 7 <br />18 20 18 <br />18 20 18 <br />9 9 10 <br />93 94 92 <br />The City spends an average of $60,000 per year on geotechnical and construction testing services. <br />Funding for this work .time is based upon the project.
