Blaine Edmundson, 4937 l42nd Lane NW. Mr. Edmundson stated that his concerns are run off
into the wetlands and he does not think there is enough space to build.

Associate Planner Gladhill stated the applicant has compacted the building to a limited area and
this is possible because of the limited number of parking spaces needed. These are all items that
Staff will address with Planning Commission and City Council when a site plan application is
received. At this meeting it is the sketch plan that is being reviewed for a subdivision to convey
the property to Mr. Foster.

Tom Roof, 14369 Waco Street NW. Mr. Roof stated he would like less multiple housing in the
city and more single family houses. There will be traffic problems; turning left at Holiday is
difficult when more than three cars are at the stop light. A left turn arrow at the light was to be
installed at the closing of 142nd and that hasn't been done.

Julie Johnson, 14252 Waco Street NW. Ms. Johnson is concerned about the future of the park
and that more park land would be taken for development.

Associate Planner Gladhill stated the City is not interested in developing the park. The 2030
Comprehensive Plan has it designated as a park.

Mr. George showed a park map where the land that is being subdivided is a park.

Associate Planner Gladhill stated the official zoning map is the land use tool for the city.

Commissioner Cleveland stated she is a resident on Waco Street and may be abstaining from the
vote. She stated that while running for office she received comments that seniors in our
community have no place to go, they have to leave the community. She advised that this is a
good opportunity to talk with Mr. Foster, the developer, talk to City Council members to
encourage them to get a housing unit there that you could be comfortable with.

Bruce Mattson, 4967 l42nd Lane NW. Mr. Mattson was concerned with the site location map.
Associate Planner Gladhill explained the process of creating the site location map.

Mr. Mattson is concerned that future development will happen as he has seen in Anoka, and that
the park will not continue to be park land.

Chairperson Nixt stated that he understands that this property has not been dedicated las park, so
there is nothing to prohibit the City from further subdividing the piece of property. He
questioned what the process would be to have the City dedicate it as park. l

Associate Planner Gladhill stated that restrictive covenants could be placed on the park.
Landowners would petition the City and work with the Public Works Departme t and the
Planning Division could help as well. He stated he would be glad to work as a liaison. This
I

Planning Commission/April 2, 2009
