<br />CHAPTER 1 <br /> <br />NAM E, BOUNDARIES, POWERS, <br />AND ~ENERAI. PROVISIONS <br /> <br />Sect iOll 1.01. Nam~ and boundaries. The City of <br />Cmmty, Minnc~i)ta shall <br />l:ontinuc to be a municipal corporation under that <br />name and with the same boundaries as now are or <br />1 <br /> <br />hereafter may be established. <br /> <br />Sec. 1.02. Powers of the City. The city shall <br />have all powers which it may now or hereafter <br />be possible for a municipal corporation in this <br />state to exercise in harmony with the constitu- <br />tions of this state and of the United States. It <br />is the intentio" of this charter to confor upon <br />the city every power which it would have if it <br />were specifically mentioned. The charter shall <br />he constrLted liberally in 'favor of the city and <br />the specific mention of particular municipal <br />powers in other sections of this charter does not <br />limit the powers of the city to those thus mCI~- <br />tioncd. Unless granted to some other officer 0r <br />body, all powers are vested in the city council. <br /> <br />CHAPTER 2 <br /> <br />FORM OF GOVERNMENT <br /> <br />Sec. 2.01. Form of Government. The form of <br />govern ment estab Iished by th is charter is the <br />IICounci I-Manager Plan. q Except as oth erw ise <br />provided by law or this charter, all powers of <br />thu <.;ity arc vested in the council. The city managor <br />shall be the Ill.:.llJ of the auministrativc branch <br />of the city government and shall be responsible <br />to the council for the proper administration of <br />all city affairs. <br /> <br />Sec. 2.02. Council composition and ejection. <br />The council shall be compi'scd of a mayor and <br />six councilmen who shall be qLlaliFied electors <br />and who shall be elected at large. Each council. <br />man shall serve for a term of four years and until <br />his successor is elected and qualifies, except <br />that at the first electioil held after the adoption <br />of this charter the three candidates haVIng the <br />highest number of votes $Ilall serve for four years <br />and the other three successful candidates shall <br />serve for two years. The mayor shall serve for a <br />term of four years and until his successor is elected <br />. and qualifies. <br /> <br />Sec. 2.04. Incompatible offices.
